On 11 March 2014 was promulgated the Climate Change Mitigation Act which codifies the entire regulation in the field of climate change mitigation. The legislation team of Eurolex Bulgaria, led by managing partner Andrey Delchev, is among the principal drafters of the act.

The draft act regulates, among other things, the principles of the state policy in the climate sector, the procedures for issuing of greenhouse gas emissions permits, the responsibilities for organizing the national inventories of harmful substances in the ambient air, the emissions trading mechanism and the procedures for financing of green projects. Bulgaria fulfils its obligations as a member state of the European Union by harmonizing the national legislation with the European requirements on climate change mitigation.
